Born in Texas, Kelly is a graduate of the U.S. Naval Academy and spent more than 20 years on active duty, retiring from the Navy as a commander. She holds Master’s degrees in history and economics, plus a PhD in economics, and has taught economics, finance, history and management at the Naval Academy, the Air Force Academy and elsewhere.
